Not this, if it's still cold.
What kind of vehicle? Sounds like the baffle on the air control diverter is going out. In some vehicles, the diverter is controlled by a vacuum line. You could have a small leak in a vacuum hose which would still be able to function at higher rpm's pulling a stronger vacuum.
Do a google search on your year/make/model and include a/c blower problems and see what you may find. Could be an easy fix.

This is the answer if the air is only cold when driving at speed. But that doesn't appear to be the problem. This is a fan issue. Probably better for the OP. I think when my compressor went out like this on my Silverado in college, it was over 2k to repair. I ended up just selling the truck.
