Neither is ideal. But neither is that bad, given certain circumstances. ie. skinny 17 year old kid who's a late bloomer could be 5'10 120 and totally healthy. An adult who lifts regularly could be 5'10
175 and totally healthy.

FWIW, The military uses a modified BMI formula that includes additional measurements.
