Because there are usually a few very overpaid people in each division. This is usually due to either over hiring or aggressive brown nosing, but when a good employee finds out that the slug in be group makes more than they do, thy are going to be pissed and want a big raise.

That and when someone is there for 5 years and suddenly the new hire is making as much or more than they are.
In most cases the best way to get the raises you want is to switch jobs.
