Meh, I can kind of see the argument. If you tax people for miles driven you ding them for out of state miles and give people from other states a free ride. GPS tracking is too Orwellian. Taxing gasoline invariably makes the government get too greedy and people start driving hybrids to offset the cost. Toll roads suck but they also avoid the other issues.
