I don't think he realizes the padding isn't the fence for the field of play. It's just a cover for the fence and there is no gap to let the ball leave the field of play. Which is why under the padding is considered in play even if stuck.

This ump might be used to high school rules. Where chain link fences are the true boundaries, and if the ball gets stuck or goes under, it's dead.
