I'd say Slovakia having the best start of anyone considering their 15 points include 3 against Spain already in pocket.
Also:
1 Israel
2 Wales
3 Cyprus
4 Belgium
5 Bosnia
looks a bit odd even if they've only played 3-4 matches.
