Who said the dog is out of control? Define out of control? Its not attacking you or your possessions. Accounting for the physical is easy, i.e. dog is not hurting you, its innocently running around. Accounting for a random stranger's deeply effected psychological issues is impossible to account for. My dog is physically not your problem, and you physically have to do nothing. How can you compare that to accounting for another's psychological profile? I can't stop you from being stable, who knows wtf you'll do. There seems to be no evidence that this dog was even trying to attack this man.
