It has to do with the situation where a relief pitcher doesn't get the same benefit when it comes to errors leading to unearned runs. For instance, say a relief pitcher comes in with 2 outs in an inning. But earlier in the inning, there was an error that is making all the runs the starting pitcher gave up after 2 outs unearned. If the relief pitcher gives up a homer in that inning, it's charged as an earned run to the pitcher but an unearned run to the team.
