Big time clubs don't spend this way so they aren't in danger of it (Outside of Chelsea who actually have been incredibly smart about how they spend their vast wealth). At least not currently - Leeds, Portsmouth, LFC, come to mind in the past.
There are smaller clubs who have spent very wisely and are reaping the rewards. Southampton is a great example. Each year for the past 5 or 6 years they've been improving. If you want to know the teams I'm scared of, its S'hampton and Spurs, not City. Even West Ham spent very wisely this summer and with the impending move seem to be on the up and up.

Yup Chelsea also being London's top club with Arsenal gives them lots of advantages.

Yup Southampton world class academy with great coaches. Taking kids who get let go from other places and turning them into stars.
Spurs good academy about about to expand their stadium.
West Ham is the academy of football and are about to move into a massive ground. They are a sleeping giant.
