I think one issue was that he didn't have money for living expenses, and was living in some type of shelter. Not sure on all those details, but I know there was no even suspecting of this guy doing drugs, or being involved in anything seedy.
Probably witnessed something or was trying to help somebody that had problems bigger than what he was aware of.
