If they lose today they obviously aren't getting a return on their investment.
Barca has turned into their bugaboo like Chelsea used to be for PSG. If they win today then draw Porto/Monaco and get into the Semis then I think you'd have to say they are making progress.

The question I have about City is will FFP limit their ability to rebuild? A lot of the pieces they bought are players now approaching the end of their prime. They don't have parts they can sell to recoup the money they spent.
