High school GPA is 90% work ethic and says very little about how smart a person is IMO. Unless your just a dumbass, anyone who really tries will make a 3.5 or better in high school
Your friend may be "book smart" but the ACT does a decent job showing how naturally smart someone is and how they apply that under pressure aka good or bad test taker. Like others have said, the smart people I know did very well on the ACT

I took my ACT hungover and made a 24, that was good enough. I actually fell asleep for some of the reading section. I think without being hungover I could've scored around 26-28ish. I also was a really terrible student in high school fwiw. I got away with too much bull shite in high school, and that ended up fricking me my first year of college too.
