No. You can send him a certified letter and set a time limit on it. If he doesn't finish by the set limit, you have a right to hire someone else and seek legal action against him for breach of contract, the cost of repairs, plus legal fees.
You can also turn him into the LSLBC if you do successfully sue him but they won't do anything to him until the courts hear the case as they can only enforce licensing issues otherwise.
You can also report him to the state Attorney General for unfair business practices. Don't fool with BS like the BBB that has no power.

Just a hunch because the OP has left out pertinent info, but I'm guessing this is a spec house that the GC hired a realtor to sell and there's nothing binding between the GC and homeowner. Nothing but some promises.
