Just set aside a code for emergency vehicles that will be on file at dispatch and make sure they're aware of any updates. I'm sure they'd be liable for preventing aid because of a "gate code"

I think it's just one universal code for all emergency personnel. I doubt they have a long arse list of gate codes on file
There are also other services like parcel, trash, etc that need access at times.
