I couldnt tell if he was accelerating or the VW is decelerating. Looks to me like VW hits blinker and brakes getting over

How do you know the 18-wheeler accelerated and not that the other vehicles slowed?

That's the way it's taught, but it rarely works in the real world.
If there's a gap in front of you, someone will take it. And if you slow down to increase that gap, another car will take it again. And again. And again.
