I'd let the HOA know what's happening and fill them in on the fact that your dog stays inside all night while you're there. They might be sane enough to just dismiss her complaints next time and not even worry about bothering you. IMHO, it's best to let them deal with it because having a shitty neighbor sucks.
Mine is such a bitch, she called the city once because I left my trash can at the street for two days (because they never picked it up). Also has called the cops twice saying I parked on the sidewalk and that I was running a car shop out of my house (just working on my truck for a couple of days)

That's not what the OP described, and if it were, that's not good enough, because the implication is that you leave it outside during the day while you're not there. Regularly leaving a dog outside that barks constantly at any time of day or night is not acceptable.

Sounds like something that happened to me.
She complained to the HOA that I was running a bed and breakfast out of the condo (laughably false). She wrote notes to me to get my car inspection sticker renewed (in a threatening/berating manner), recently she complained and suggested that my tenants are either stockpiling weapons or running a gun cleaning business. Poor dudes just hunt pretty regularly and bring guns back and forth from the truck.
