Uh, yes they do. You don't like to research before spouting off do you. The NCAA has the right to overturn any self reported sanction that has to do with an NCAA rule. They generally really don't get involved with rules only applying to a conference. The SEC did not make this rule the NCAA did which gives it complete control. All you have to do is look at what happened to Miami U to see your statement is wrong.
