Smart people realize that those are almost always hand times out of high school.
If a guy runs a 4.35 in high school, put him between 4.45 and 4.50 laser most of the time.
ETA: plus most guys gain 10-20lbs during their college careers. That could make them slower or faster depending on muscle/fat, etc.

Also something to think about though, combine players often lighten up from their playing weight to decrease their combine 40 times. IE Clowney who dropped from a playing weight of 277 to a combine weight of 266lbs to earn his impressive 4.53 time from last years show at Lucas Oil.

no, gaining 10-20 lbs is going to make them slower. It doesn't make them faster.
