You do realize that different departments each have different protocols and policies for use of force.
Punches to the head may not be taught as a first option in many senarios but I guarantee you that they are taught and allowed under certain circumstances.
Now I don't know what happened in the moments before the video started. Do you?

that was my point. only holster sniffers like Dude's Rug would go straight to a closed fist punch. Not sure what they are, but I believe there are a few force continuum prior to bashing in someone's face.
