Not as often as I should.
Yes, it is possible that the oil pick-up tube could be stopped up a little. Will drop the pan and look at it.

It's nornally not the tube, but the screen in the pickup. If you replaced the lifters that eliminates a lot of things.( valve lash, rockers, etc.) I wouldn't drop the pan on my advice, it's a lot of work. Have you done a leak down or compression test? That's one easy check before you drop the pan.
