The issue is with the 2nd time out they burned at 1:06.

They were facing a sticky situation on 3rd and 4th down if they didn't convert there. It'd be hard to substitute if they burned the last one after a failed attempted.

The receivers splits were too tight as well and f your gonna throw in that sotuation, it has to be high and to the back corners of the endZone. Throwing into such a congested space increased the risks of a bad event.

It still took them forever to get set-up. Probably because they were scheming for a pass play, not a run play. If they would have ran a simple run play, they would've probably had 10+ more seconds anyways.
