Ill put Jimi first, probably cause I'm most familiar. All tied for second for me are Holly, Duan, Otis, Janis and Bradley Nowell. I'm sure I missed some.
I put Hendrix up there because what he did was so original IMO and he made phenomenal music with many different groups.
I don't know how much songwriting and all Duane did but he is certainly a candidate.
Holly was coming up right at the beginning and who knows how the landscape would have been different had he stayed around.

People don't realize just how far ahead of his time he was when he came out. His sound was groundbreaking and almost every great artist since has cited him as an influence.

Ian Curtis mentioned a few times. Without Ian Curtis' death there is no New Order. And to me, New Order > Joy Division so not a huge loss for music from that point of view.
