Legal discussion aside, I have no problems with background checks and requiring one to go through a class.
Here in Mississippi, one does not need to take a class like in Louisiana. I wish it were a requirement.

For people living in rural areas it's not just run here, run there to get prints, photo, etc.

For the basic permit no. For the Enhanced permit you must take a class that includes class room and shooting proficiency.
