The answer is Cap. Thor would be less likely than Hulk to get unnecessary penalties, but more likely than Cap.
Thor does have the edge in size, but they're comparable in strength. And I believe Cap is faster.

His hammer wouldn't be allowed on the field. Cap is the correct answer.
