What do you think is a decent watch in the under 1000 range?

There's about a million of them so you are going to have to come up with a bit more detail on what you are looking for.

I love my Hamilton Jazzmaster. Wearing it right now.

Also got a used 1969 Omega Seamaster in awesome shape for around that price.

Tons of nice ones for that. Depends on style though, and type. Diver/sport, pilot, driving, traditional/dress....

I like the Hamilton Khaki look at that price point. You can also look at sites like watch-u-seek and find forums where people are selling used watches. I got a $3k watch for $1,250. Didn't have a thing wrong with it and came as a complete set (box, tags, manual, certs). Lot's of collectors who buy and sell watches, so there's a lot of well kept used watches out there.

My FIL and BIL buy the Invicta watches. Too big for my taste and they are obviously not the most expensive watch. Whatever floats your boat I guess. I wore a Citizen for a few years before moving up to an automatic movement. I can't go back now, but nothing wrong with it. Saving up for an IWC Portofino next
