I'm betting he just got off work and was stopping by to watch his kid play. I highly doubt the K-9 was in his personal vehicle. These dogs are generally kept as a tool and very rarely are they viewed as pets by their handlers. The most likely scenario is that he hit his door release in his pocket on accident and the dog jumped out and bit the other dog. Sad situation, but the cop is more at fault than the dog.

If the cop's kid hadn't been playing soccer, the cop would have had no reason to be there in the first place, with or without the K-9 unit.

Ban soccer!
