It's an extra step that costs money, and if a woman is such a whore that she can't find the father, is it a good thing for this baby to be born? Why not just smother them in their cribs. If you really want to cut down on crime, why not identify emotionally disturb and developmentally disabled children by age 4-7 and just euthanize them. Eliminate the little bastards in the foster system while we're at it. I can guarantee a considerable drop in crime and anti-social behavior.
Let's clean up the human race, I say.
