In a free society, we should enjoy the presumption of competence to engage in a number of activities, absent evidence to the contrary. That should be even more clear when it comes to a constitutionally protected right.
Lanza didn't go through any of the crap you're suggesting the rest of us endure - he killed his mother for her guns (a crime) and then brought them to a school (another crime) before ever shooting anyone.
He just bypassed the whole, go to the gun store, pick out a gun, fill out a bunch of paperwork, get approved by the FBI, etc.
