IMO the huskers are the team on that list that are for sure done. They might have a good year and there but its going to be hard to sustain long term success the game has shifted. They have zero instate recruits to depend on.
Tennessee is almost in the same boat but they are closer to legit talent.
ND is a national brand and as much as I hate them they could probably have a legit run at some point again. I think Penn State is somewhere near the huskers and vols with chances of the program really coming back. However, the media does seem to shy away from bringing up their major black eye anymore. Id imagine though that its tough sledding recruiting as teams have a lot of ammo against them.

I think tennessee and miami have a chance, but nebraska will never get back to where they were in the 80s/90s. Each have their obstacles.

Miami and tennessee just need the right coach to re-enthuse the programs. Once miami gets some players and starts winning a little bit, the fans will slowly come back, and it could snowball from there into a powerhouse. Tenn needs to benefit from programs like lsu, auburn, uga and USCe slipping a little and then they can return to where they were in the 90s, a perennial top 10 team. There just isn't room right now in the SEC for Tenn to be that.

Nebraska has no shot.
