You're right, that's the rationale. It's also a crock of shite.

There are more opportune times to catch him in which he would have no ability destroy evidence or resist. Everyone has routines. Just the slightest bit of investigation could reveal a point in time where he would be vulnerable for arrest.

Yeah, I really don't understand the rationale behind these things most of the time. Whatever happened to a good old fashioned stake out?
