No it didn't and that's not what the official ruled.
He said he was OOB when he recovered that ball. Not that he touched the ball while OOB.

Whatever the ref's reasoning was is irrelevant. Was he in bounds when he recovered it? Yes I admit that. But go back and watch the replay. His leg hits the ball while he is touching out of bounds immediately after the fumble. Whether or not they got the verbiage correct doesn't really matter because the ball stayed with the correct team.
