My dog is fearful of me when I get mad, so when I tell him to be quiet, he gets quiet. Try yelling at him every time he barks at home

I completely agree it's many times a hereditary trait. I'm on third generation out of my dogs and they all whine. I decided not to breed her for this reason.
The big problem IMO Is most of the dogs don't know they are doing it. I have had no luck with a bark collar in fact I have seen a bark collar make it worse.
One way I look at it when they are whining they are excited and they have the drive u are looking for in a retriever. Not saying the whim in is necessary but I've never seen a whining dog that didn't have a lot of drive and desire. The whining drives me batshit crazy.

You should hear my beagles when we stop for breakfast, you'll appreciate a quiet whine. Lots and lots and lots of Ducks will fix part of it. A tired dog is a well behaved dog. Like someone else said the best thing is to take the dog other places other than hunting, she won't get so excited when you put her in the truck to go hunting.
