I hear so many HOA horror stories. My buddy lives in Nicholson lakes. Good Lord. They told them they had to raise dues because there were so many not paying. The ones actually paying had to make up for those not paying. I am pretty sure most of their budget is for "lakes".
I am convinced Baton Rouge is really French for Ponds are Lakes.

Seems like HOA could simply put a lien on the lots, that way no one could sell their home/lot until the dues are taken care of

Yep...but if the homeowners aren't selling any time soon, the liens just pile up to no effect. We've got one in our neighborhood who hasn't paid his HOA fees in at least 5 years. House has been scheduled for sheriff's sale at least three times & been pulled each time. I wish the foreclosure would go through and then maybe the SOB would move out & someone will buy & put in some decent landscaping.

At this point (as I was told) so many would have liens and couldn't be sold it would hurt property value. What to do then?

Homeowners ALWAYS feel screwed by the landscaping cost. Lexington switched landscape companies last year after a lot of hell raising by the homeowners. They saved a few thousand a year, but still in the same $70K ballpark (I don't have the exact $). Guess what? Homeowners are still raising hell about the landscaping cost.
As far as amenities, there really aren't any to speak of yet unless you count the stocked lakes. The biggest expenses are security and landscaping. The clubhouse is under construction, but that will require a separate membership for Lexington Estates & required membership for Lexington Park. There's also a baseball field under construction.
