Meh. More likely he resisted before and the cops knew that when they approached him. And that's why they immediately resorted to force. It's not like cops can only arrest perps who willingly agree to be arrested.

"You're under arrest."

"Nah, man, I ain't going."

"Oh, okay, in that case, have a nice day. We'll leave now."
