The rule is to keep teams from jumping from division to division at will. Remember not all moves are to a higher division, some go down a grade.
I think they should have waivered them since they took a step up, not down.

I could see it if they were going down, but they went up. It is a bs rule.

The rule apparently only applies if you go up in divisions. So I wouldn't think it it would be designed to curtail division jumping if they are expected to do poorly in their first season after the jump anyway.
