So how can Byrd pull from the Parish, but Parkway has to forfeit for an ineligible player who lived in the Parish?

The split ain't going away unless some kind of enrollment multiplier is put in place, and even then, it would be hard to get the votes.

If the privates want to go, then go. They are the minority, and a very loud one at that. The publics can function without them.

You may say that the quality of football will be all in the private leaque, but Louisiana would be the first state where that was the case.

That family was living with the Dad's co-worker in Bossier but still had a house in Caddo with all the utilities still connected. They ruled the family had dual residences which is against the rules unless your John Randall Belton. The new rule did away with "bonafide" moves within the same parish. Now your only elligible at the school you attend in the 9th grade. If you change schools inside the parish then you have to sit out a year.
