That's thanks to being shackled to the largest healthcare provider in the state and the most 4-year colleges per capita of any state while simultaneously having the fewest 2 year colleges (which are much cheaper to run) per capita of any state, AND a constitution that only allows for healthcare and education to be cut, which means LSU gets burnt at both ends every time.
