Why would the city clean up for white events and not clean up for black ones?

I have heard the BBQ in the rooms complaint from hotel people before.
We stayed at La Pavillion over the Classic weekend one time and it was overrun with pimps n hoes.....but, I didn't see any real damage. That said, the hotel had shite on lock down.

The crowd at Essence Fest is completely different than Bayou Classic.
