My first two guesses didn't work out at all. Saudi King and Sultan of Brunei.

If so they would have had to have been like 30 during the war and I can't imagine any Head of State being that young.

Not a clue, but it's probably some really obscure "Kings" of small nations that no one has ever really heard of who were under 25 years of age when WWII broke out.

Btw, the Dalai Lama wasn't enthroned until 1950. He technically doesn't count.

Don't ask me their names but the king of Romania and the Tsar of Bulgaria are the only two remaining heads of state from WWII still around that I am aware of. At least I think they're both still alive. No idea on who the third one that the OP mentioned is though.
