And where do you propose that the unconscious people safely fall? That sounds like a pretty good way to cause people to fall and hit their heads, which can easily turn into a lethal situation.

They have rubber bullets that they'll occasionally use in riot situations. They can also be fatal. As to the comment about the kid with the toy gun, I don't know why it would be appropriate to fire them at someone who's told to put their hands up and reaches quickly for an object. That sounds like a good way to get officers killed.
