Buy a gallon of MEK. methyl-ethyl-ketone. I sell cutback coatings to the pipe fitting industry. Different types of solvents will soften up and clean the pipe but the fastest way is just soak it n the MEK which you can buy locally at a paint store.

How long do I need to soak? And then just a rag and wire brush?

You won't need a wire brush. Typically MEK will attack the asphalt pretty quick. The pipe coating generally only has about 1 mil of paint so within just a couple of minutes it should wash off. Dip it several times to ensure all contaminants are removed. You will not need to do any additional cleaning after this. Just allow the MEK to evaporate.
