Yes, I've thought this, too. When the motorcade was on Houston Street, it would have been a much easier shot.

However, explanations can be easily made. Perhaps he got cold feet for a few seconds. Perhaps he didn't want to see the reaction of a head shot. Perhaps he wanted to wait til the motorcade passed enough, where he could think he could have a better chance for escape from the building.
