Do you think that it might be that the students at the school with the great variety are paying for their lunches and the students in Jackson/Detroit are getting the free federal government lunch?

That's probably it.

Years ago, when I worked summer camps for Jefferson Parish, the kids were fed lunch from the school lunch program. The food was disgusting back then too. Fish sticks with questionable origins; the inside was pink. Mashed potatos that looked more like foam. Burgers that were obviously not made from cow.

I'm sure the school lunches were always nasty. But if the kids are complaining now, the options must be a lot worse. I look at that picture of the three chicken fingers with one apple, and I wonder how these kids aren't starving.

The schools in the OP look pretty rural.
