This line of thinking doesn't make a lot of sense. Banks have guards. Taking a hostage is a tactical decision. If you let people carry concealed, how will the robbers know? They'll be surrounded.

What are statistics on armed people being taken hostage in the first place? I bet it would be pretty low.
