I agree with most of your points, but I'll see if I can play devil's advocate here
he wasn't actually. But had to be tested. He failed said test. I actually do think this, btw.
This I agree with. I do think that it's a lot to expect for the staff to develop a good QB in his first year, but also can't fathom how we are in this situation in the first place.
