This is a valid point. Harris was an early enrollee like Allen. Even if Allen got his chance because Hill was suspended, at least you can see how he has improved with more playing time--no reason the same would not apply to Harris.

Precisely.
Game reps are HUGE for development, especially for a youngster learning things. You can only teach so much before it gets applied and learned through game reps. You cant practice what defenses will exactly do.
