Sure, he'll be a factor in the technical sense with the establishment and big corporations behind him but he's going to need a hell of a lot more than that to win the Presidency. His last name is going to be an albatross around him.

Bank rolling a national campaign is a bit more than "technical".
Jeb is as well polished a political candidate as there is on the GOP side. If Romney can win the nomination then Jeb Bush can for heavans sakes. All the donors, precinct captains and lawyers are in place. You're not going to simply discredit Jeb because of GW in 2016. He is the one candidate nobody thinking of running wants in the 2016 race.
ETA: He is good for ~40% of the HISPANIC vote in a general election.
