His velocity wasn't all that great last year. 87ish. And he's only added 2 mph or so (at least from the fall numbers).
His best off speed pitch was and will be his changeup. It's a product of how deceptive it can be from that angle. The ball already moves high to low.
But you're right. He's the setup guy or maybe long relief if you need him. He threw strikes and he makes people swing and miss.

I recall him throwing 86-88 mph last year, but he threw more fastballs by people than you would expect at that velocity. I was hoping he'd be consistently near 90 mph this year, topping in the low 90s. But as you've pointed out, he needs a good offspeed pitch.
I expect Bugg will be pretty good as the "set up" guy.

Ever seen the way Bugg lands on his feet when delivers the ball. It's almost like he's twisting them sideways. Weird.

No. My Junior year summer travel ball team is when I played with Chris. I played for a Cenla 17 and under group.
Plus, I played against him multiple times being that he played for ASH.
