Because the engine itself is a premium option so it's going to be packaged with other premium options at first.
Smaller displacements are needed because the ridiculous power numbers are not needed. A 2.something liter diesel with a VGT can easily make 300+ ft-lbs and get great fuel mileage in a regular half ton truck. There should be an option for something smaller than the big stump yankers. Shame to say that dodge probably has the best offering with the Italian motor.
