That's extremely debatable. Most of those movies don't elicit the sort of audience-wide panic and adrenaline rush that the aforementioned subgenres can.

Well then by that rationale some porn could constitute as 'horror'.

Are you saying that they don't make comedy horror movies, or that you don't like them? I'm confused.

Just because something doesn't scare you doesn't mean it's not a Horror movie. It's intent is still to scare, which makes it a horror movie.

Also, some Horror movies are meant to not be scary, but overly gory and/or shocking. All of those examples I gave you are very gory, yet funny movies.
